Visa to Russia
Consideration of the visa application (application form) begins with the submission of a full set of documents by the applicant. The absence of one of the documents is the basis for refusal to review and return the documents. In some cases, the Consular section may request additional documents or information.
The applicant must personally report to the Consular section for an individual interview in order to clarify the details of the documents provided and the planned trip to Russia.
The submitted documents must comply with the requirements established by the legislation of the Russian Federation. In case of submission of falsified documents or questionnaires with obviously false data, the visa will be refused. The Consular section has the right not to inform the applicant about the reasons for refusal.
The fees for a single entry visa for Palestinian citizens are:
- for 4-20 working days processing: 320 shekels;
- for 1-3 working days processing: 640 shekels.
The fees for a double entry visa for Palestinian citizens are:
- for 4-20 working days processing: 512 shekels;
- for 1-3 working days processing: 1024 shekels.
The fees for a multi entry visa for Palestinian citizens are:
- for 4-20 working days processing: 960 shekels;
- for 1-3 working days processing: 1920 shekels.
The visa fee is charged before the documents are processed and is non-refundable in case of visa refusal.
The issued visa cannot be changed or extended. If your travel dates have changed since your visa was issued, You will need to reapply your visa application and re-pay your visa application fee.
Tourist visa
Tourist visa is issued for up to 3 months (single or double) or 6 months (multiple).
The total period of stay of a foreign tourist on the territory of the Russian Federation on a multiple-entry tourist visa cannot exceed 90 days during each 180-day period.
List of documents to be submitted for visa:
1. Valid passport & a photocopy of it. The passport must have at least two blank pages for visas and must not expire earlier than 6 months from the date of expiry of the visa.
2. Completed visa application. The visa application form must be completed by a foreign citizen on the website https://visa.kdmid.ru/ in Russian or English. The answers to the visa application form should be exhaustive. All fields must be filled in on the visa application form. The printed copy of the visa application form completed on the website shall be signed by the foreign citizen personally, the signature shall not exceed the scope of the application form.
3. Photo size 3,5x4,5 cm. The photo should be on a light background with a clear image of the face in full face without tinted glasses and without a headdress (except for foreign citizens for whom wearing a headdress is a mandatory attribute of their national or religious affiliation, provided that the foreign citizen is depicted in such a headdress in the photo in the passport). The photo is pasted by the applicant strictly on a frame in the field of the application form which is reserved for it (a place for the photo).
4. Confirmation of the reception of a foreign tourist by the organization which is enlisted in the unified federal register of tour operators (the voucher). See the list here: https://tourism.gov.ru/operators/
In some cases we can also issue a single-entry tourist visa on the basis of confirmation of booking a place in a hotel or other accommodation facility, information about which is contained in a list of hotels, ski slopes, beaches (see the list here: https://xn----7sba3acabbldhv3chawrl5bzn.xn--p1ai/). The validity period of this visa will be limited to the dates of a hotel booking. You can also provide several confirmations of hotel reservations in different cities during one trip to the Russian Federation.
5. For foreign citizens living in Palestine, it is obligatory to provide a document and a photocopy of it confirming the legality of staying in Palestine for a period of more than 90 days (like “Hawiyyeh” or a Palestinian passport).
6. Health insurance (only for citizens of the following countries: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Sweden, Switzerland and Spain). When applying for a multiple-entry visa, the medical insurance policy must cover the period of the first entry of a foreign tourist;
If a foreign citizen cancels a reservation, his tourist visa may be canceled, and a foreign tourist may be brought to administrative responsibility for violating the rules of stay of foreign citizens on the territory of the Russian Federation in accordance with Article 27 of Federal Law No. 114-FZ of 15.08.1996 "On the procedure for departure from the Russian Federation and entry into the Russian Federation".
Private visa
An ordinary private visa is issued for foreign citizens entering the Russian Federation on a guest visit for up to 90 days on the basis of an invitation issued in accordance with the legislation of the Russian Federation at the request of a citizen of the Russian Federation or a foreign citizen living in the Russian Federation or a legal entity.
List of documents to be submitted for visa:
1. Valid passport and a photocopy of it. The passport must have at least two blank pages for visas and must not expire earlier than 6 months from the date of expiry of the visa.

4. Original invitation to enter the Russian Federation, issued in accordance with the current Russian legislation.
5. For foreign citizens living in Palestine, it is obligatory to provide a document and a photocopy of it confirming the legality of staying in Palestine for a period of more than 90 days.
Private visa (Visa for relatives)
Citizens of the Russian Federation have the right to submit a written application addressed to the head of the diplomatic mission for the issuance of a private visa to their close relative - a foreign citizen. Close relatives in this case include a spouse, parents (adoptive parents), children (adopted), spouses of children, brothers and sisters, grandparents and grandchildren.
After a positive decision of the head of the diplomatic mission, a foreign citizen can obtain a single or double private visa for a period of no more than 90 days, or a multiple-entry visa for a period of 1 year with the possibility of continuous stay in Russia.
There are two possible options:
First one: a Russian citizen personally submits the needed documents with his close relative at the Consular Section of the Russian Representative Office or the Consular Point in the city of Gaza.
Second one: a foreigner (a close relative of a Russian citizen) submits the needed documents at the Consular Section of the Russian Representative Office or the Consular Point in the city of Gaza, also providing us with the application, notarized by a Russian notary, addressed to the head of Representative of the Russian Federation at the PNA with a request for a visa. Providing a copy of the application is not allowed.
The application must specify:
- Full name, date of birth, passport No, Russian registration address of the inviting Russian citizen;
- Full name, date of birth, degree of kinship and passport No of the invited foreign citizen;
- Visa multiplicity, the purpose of the trip, the period of stay in Russia,
- Address of the place of stay in Russia.
In both cases, the following set of documents must be provided:
1. Passport of the invited foreign citizen. Passport is to have at least two blank pages for visas, and must be valid for six months from the date of expiry of the visa.
2. Printed Visa application form filled out on the website of the Consular Department of the Ministry of Foreign Affairs of Russia http://visa.kdmid.ru. The answers to the visa application form should be exhaustive. All fields must be filled in on the visa application form. The printed copy of the visa application form completed on the website shall be signed by the foreign citizen personally, the signature shall not exceed the scope of the application form.
3. One photo of the invited foreign citizen in the size of 3.5 x 4.5 cm. The photo should be on a light background with a clear image of the face in full face without tinted glasses and without a headdress (except for foreign citizens for whom wearing a headdress is a mandatory attribute of their national or religious affiliation, provided that the foreign citizen is depicted in such a headdress in the photo in the passport). The photo is pasted by the applicant strictly on a frame in the field of the application form which is reserved for it (a place for the photo).
4. The original or a notarized copy of the valid travel passport of the inviting citizen of the Russian Federation.
5. Copies of the pages of the internal passport of a citizen of the Russian Federation with the installation data, as well as registration at the place of residence.
6. Documents (originals or notarized copies) certifying the degree of kinship - marriage, birth, adoption certificates, etc. For example:
- marriage registration certificate (if the applicant applies for a visa for his/her spouse);
- birth/adoption certificate (if the applicant applies for a visa for his/her minor children).
If these documents are not of the Russian origin, they must be legalized at the Ministry of Foreign Affairs of Palestine, translated into Russian, as well as legalized and certified by the translation in the consular department of the Russian Representation at the PNA.
7. A copy of the passport of the invited foreign citizen.
If the invited foreign citizen is the EU citizen, it is necessary to provide a medical insurance, which must be valid for the entire period of stay of the foreign citizen throughout the territory of the Russian Federation.
Business and humanitarian visas
A business visa is issued for foreign citizens entering the Russian Federation on a business visit.
A humanitarian visa is issued for foreign citizens entering the Russian Federation for humanitarian purposes (sport, art, culture, religion).
ATTENTION! The total period of stay of a foreign citizen on the territory of the Russian Federation on a multiple-entry visa should not exceed 90 days during each period of 180 days.
List of documents to be submitted for visa:
1. Valid passport and a photocopy of it. The passport must have at least two blank pages for visas and must not expire earlier than 6 months from the date of expiry of the visa.

Work visa
An ordinary working single-entry visa is issued for a period of up to 90 days to a foreign citizen entering the Russian Federation for the purpose of work activity.
The subsequent extension of the visa is carried out by the territorial authority at the place of migration registration at the place of residence of a foreign citizen by issuing a multiple-entry visa for the period of validity of the labour or civil contract for work (services) concluded in accordance with the legislation of the Russian Federation, but not more than 1 year for each subsequent visa.
List of documents to be submitted for visa:
1. Valid passport and a photocopy of it. The passport must have at least two blank pages for visas. The passport should not expire earlier than 1.5 years from the start date of visa validity.
2. Completed visa application (questionnaire). The visa application form must be completed by a foreign citizen on the website https://visa.kdmid.ru/ in Russian or English. The answers to the visa application form should be exhaustive. All fields must be filled in on the visa application form. The printed copy of the visa application form completed on the website shall be signed by the foreign citizen personally, the signature shall not exceed the scope of the application form.
3. Photo size 3,5x4,5 cm. 4. Invitation to enter the Russian Federation issued in accordance with the current Russian legislation.
5. Certificate of absence of HIV-infection (certificate is valid for 3 months).
6. For foreign citizens living in Palestine, it is obligatory to provide a document and a photocopy of it confirming the legality of staying in Palestine for a period of more than 90 days.
Student visa
An ordinary educational single-entry visa is issued for a period of up to 90 days for a foreign citizen entering the Russian Federation for educational purposes.
The subsequent extension of the visa is carried out by the territorial body of the Ministry of interior of Russia (MVD) at the place of migration registration at the place of residence of a foreign citizen by issuing a multiple-entry visa for the duration of the contract for training, but not more than 1 year for each subsequent visa.
List of documents to be submitted for visa:
1. Valid passport and a photocopy of it. The passport must have at least two blank pages for visas. In the case of a study or work visa, the passport must not expire earlier than 1.5 years from the start date of the visa validity.
2. Completed visa application (questionnaire). The visa application form must be completed by a foreign citizen on the website https://visa.kdmid.ru/ in Russian or English. The answers to the visa application form should be exhaustive. All fields must be filled in on the visa application form. The printed copy of the visa application form completed on the website shall be signed by the foreign citizen personally, the signature shall not exceed the scope of the application form.

Transit visa
Transit single-entry visa is issued for a foreign citizen for up to 3 days in order to transit through the territory of the Russian Federation on any form of transport. Transit double-entry visa is issued for up to 6 days (3+3).
When making a transfer in one terminal of the airport, a transit visa is not required for a foreign citizen, provided that the period of his stay in the transit zone does not exceed 24 hours.

4. Valid travel tickets for departure from the Russian Federation.
5. Visa to enter the state of destination on the route and its photocopy or passport of that state.
Migration card
In accordance with the Government of the Russian Federation Decree N413 of August 16, 2004, "On Migration Card" when entering Russia, a foreign citizen is obliged to receive and fill out a Migration Card and present it to the official of the border control authority who, if the information entered in the migration card is consistent with the information contained in his visa and passport, puts in the Migration Card a mark on entry to the Russian Federation.
Migration Card forms are issued to foreign citizens upon entry to Russia free of charge by officials of border control agencies or representatives of organizations providing transport services to foreigners visiting Russia.
The Migration Card is kept by a foreign citizen during the whole period of his/her stay in Russia and it is submitted together with other documents for registration at the place of his/her stay in Russia.
In the event of damage or loss of the Migration Card, a foreign citizen must within 3 days notify the territorial office of the Ministry of Internal Affairs of Russia at the place of his/her stay. Once a foreign citizen submitted documents on the basis of which he entered Russia, he is issued a duplicate of the Migration Card for free.
When leaving Russia, a foreign citizen must return his/her Migration Card to an official of the border agency at the checkpoint of the Russian state border.
Crossing the Russian-Belarus border
According to the norms of the Russian legislation (Federal law of 15 August 1996 № 114-FZ "On the procedure of exit from Russian Federation and entry into the Russian Federation"; the Law of the Russian Federation from April, 1st, 1993 № 4730-1 "On the State border of the Russian Federation") foreign citizens and apatrides are obliged to enter the Russian Federation only through established checkpoints across the state border with the compulsory border control.
There are no checkpoints for international traffic on the road and rail routes through the Russian-Belorussian section of the state border of the Russian Federation, and border control of persons and vehicles is not carried out.
According to the clarifications of the Russian Federal Security Service on the procedure for crossing the state border between the Russian Federation and the Republic of Belarus until the final settlement of this issue, the crossing of the Russian-Belorussian state border by all categories of third-country citizens and apatrides, regardless of having a visa or permit for permanent or temporary residence in Russia and Belarus, using any types of rail and road transport will be considered as a violation of the international norms of crossing procedure of the state border of the Russian Federation.
Starting from May 2017 it has become possible for citizens of third countries to cross the Russian-Belorussian state border using direct flights of air transport between the Republic of Belarus and the Russian Federation. At the same time, border control is carried out at Russian airports in respect of foreign citizens and apatrides arriving from the Republic of Belarus and departing in the opposite direction.
However, please keep in mind that foreign citizens and apatrides travelling by air in transit through the territory of the Russian Federation to the Republic of Belarus still have to apply for Russian transit visas.
All categories of third-country nationals and apatrides in accordance with international norms and national legislation of the Russian Federation may arrive to the Russian Federation and depart from the Russian Federation through multilateral (bilateral) checkpoints open to international communications (international flights).
The list of checkpoints across the state border of the Russian Federation was approved by the order of the Government of the Russian Federation № 2665-p dated November 29, 2017.
